I recently sent UT to a friend. We went to play on a server and connected just fine. His ping was about 65, mine was around 330 on a server it would normally be 130 on and the packet loss was 26%. He was lagging like crazy and eventually got so frustrated he disconnected.
After he disconnected my ping dropped to it's normal level and I could play just fine. It seems like it's just when we play each other that a problem arises. We both have the same files, because I sent him all the files. I've sent the game to other people and not had that problem.
Does anyone have the slightest idea what might be going on?

Do you both have the same ISP?
Because that same thing used to happen to a friend and I every time we tried to play starcraft with each other. We were both on the same ISP, and we both had great pings, but as soon as we tried to join the same game, things would slow to a crawl.
I always assumed that Starcraft's servers had cheat protection that wouldn't let us play together because our IP addresses were so similar, but that's strange if the same thing is happening in UT.
Try comparing both of your IP addresses. I suppose it's possible that your ISP has given you the same IP address, and it's confusing the server. Or maybe just being in the same IP block is enough to confuse it.

This person lives in Finland, I live in Connecticut. I sure hope we don't have the same ISP. His ping was low but he got a ton of lag, my ping just shot up. 1st off, where was this server located at? Sounds like it's based in Europe.
Anyways, once you got there & he was getting lag, it was because of the high ping & packetloss you were having.
2nd off, has this happened often at other times of the day & at other servers? It would be usefull as to the computer systems both of you guys have also (compatibility issues?). Not sure if the logs may also give a clue.

This was the =]DoG[= Custom Maps server. I've never had packet loss or problems on it before. Then we moved to the DFP server (located in Germany, I believe) and the same problem persisted. However, two other friends didn't experience the same trouble he or I had, and didn't complain about high ping or lag.
