WHY!?

Why does every computer-related hardware/tech support place insist on hiring people to answer their phones who CAN'T SPEAK ENGLISH!?
Now I'm not one of those guys who insists everyone in the US speaks English, I'd much rather some didn't... but it's ridiculous to call up a place expecting technical discussion involving big words, proper syntax and grammar and find someone on the other end of the phone who insists on calling you by your last name, mispronouncing it brutally and speaking a foreign dialect of English which is indeciepherable even to the most trained ear. There's only so many times I'm willing to ask someone to repeat what they said before it's impossible
