I thought that party affiliation only mattered in local and state elections

Yeah but the California GOP has stupid rules. You have to be a party member to vote in their primaries. :P

It really doesn't matter, the only time it matters is in primary elections, when the parties choose who they're going to nominate. Traditionally there's very low turnout then also so a very small number of people choose. The exception to that would have been this past election where after things started heating up between Obama and Clinton things started picking up and Democrats really went to the polls.
