It's some lame texture compression feature on some OTT graphics cards i think.

S3TC = S3 Texture Compression (S3 was a video card company). The 2nd CD of UT is JUST those high res textures and the game looks way nicer with them. You need to use the latest opengl driver and enable s3tc in the preferences for it to work.
